Bioenergy based on forestry residues

The Federal Ministry of Natural Resources and Environment of the Russian Federation, assisted by the Federal Agency of Forestry, is responsible for the creation of helpful framework conditions required for the development of bioenergy based on wood biomass, forestry by-products as well as wood processing residual materials.

One of the recent measures in this direction is the development of guidelines and reference documentation which include the main steps of the wood biomass processing for energy purposes. The development of these important documents is an integral part of the Plan of measures for creating favourable conditions for the use of renewable wood sources for the production of heat and electric energy (Download (ru), Link (ru)).

The Plan includes measures taking place in the period from 2013 till 2015. It includes close cooperation of several federal ministries of the Russian Federation, corresponding federal agencies, subjects of the Russian Federation and interested entities. This Plan has been approved by the deputy chairman of the government of the Russian Federation, Mr Arkadiy Dvorkovich, on May 31, 2013.

Besides, the Resolution of the Government of the Russian Federation No. 47 of January 23, 2015 has been signed recently making changes into the normative acts directed at regulation of issues connected with the support of generating objects which function based on using renewable energy sources at retail markets.

The document establishes the order of long-term tariff regulation and limiting (minimum and maximum) prices for electric energy produced with renewable energy sources including biomass. The document envisages the requirement established at the stage of qualification of a generating object with a renewable energy source to include such an object into the scheme of power sector perspective development of a subject of the Russian Federation.

According to the document methodological guidelines for establishing tariffs for the produced electricity should be developed. The corresponding draft Order was submitted in May 2015, however the deadlines of its signing and entry into force are not clear.

At present energy alternative is implemented not as quickly as it could be.

The chairman of the government of the Russian Federation, Mr. Dmitry Medvedev, approved the Implementation Plan of the State Program "Forestry Development for 2013-2020" (Download (ru), Link (ru)) by the Resolution of the Government No. 1151-r of June 05, 2013. The Implementation Plan includes measures in the first period of the Programme, from 2013 till 2015.
